I am puzzled by your results as well...
Have you actually tried running the agent on the server? And does it run or not? What you are displaying is the results of a 'simulation' of what will happen on the server not the same code. It is possible that something is not working right even though I have never seen it misanalyze a situation in this way.
When you do run it on the server, turn on the agent manager debugging and look at the server output. It often display more information.
What is the level of rights selected on the second (security panel) of the agent builder?
